Justice SN Phookan submits inquiry report to Chief Minister 

Dispur, April 28: Justice SN Phookan today submitted the inquiry report to Chief Minister Shri Tarun Gogoi on the death of Namghariya Dulen Baruah of Himpora Village under Moran Police Station of Sivasagar district.

      The Principal Secretary, Home, Shri Subhas Das and the Principal Secretary to the Chief Minister, Smti TY Das were also present.

Chief Minister reviews flood situation in the State 

Dispur, April 24: Assam Chief Minister Shri Tarun Gogoi reviewed the flood situation in some districts of the State with concerned ministers and senior officials of departments at his official residence at Khanapara in the city.

Shri Gogoi directed the departments concerned to provide essential commodities, medicine and safe drinking water to the flood affected people. He directed the officials to keep sufficient number of country boats to evacuate marooned people. Shri Gogoi asked the officials to disburse relief to the affected people immediately. Officials of the Revenue & Disaster Management Department said that funds would be no constraints as Disaster Response Fund (earlier known as Calamity Relief Fund) amounting to Rs 300 crore are with them.

The Chief Minister directed the Agriculture department to raise adequate seedlings for free distribution to the farmers and fodder for cattle.

He asked the Water Resources Department to submit a major proposal for flood protection works along the fencing areas particularly in the Mankachar areas in Dhubri district to ward off the erosions taking place. He said that he would ask for special funds from the Central Government.

Officials of the FCI apprised the Chief Minister that there are sufficient buffer stock of essential commodities and they are stored at flood prone places like Lakhimpur, Dhemaji, and Morigaon. About 1 lakh tonnes of essential foodstuff are in stock at present that can last for three months. A special allotment for foodstuff has also been placed with Govt. of India.

The Principal Secretary, Revenue & Disaster Management Department Shri VK Pipersenia apprised the Chief Minister that a 24x7 Disaster Management Cell will be opened up at the Chief Minister’s block at the Assam Secretariat within a week.

In view of the unusual monsoons hitting the State at this time of the year, the Chief Minister directed the Water Resources Department to breach and repair all embankments before March 15 every year.

The Chief Minister has called for a report from the PWD as to the progress being made regarding acquiring of Bailley bridges for which funds amounting to Rs. 5 crore were released last year.

Shri Gogoi also directed the concerned department for harvesting of rain water through proper channels for distribution during drought-like situation. He said the Government was contemplating setting up of Wetland Management Department.

Meanwhile, the Chief Minister has already directed the Deputy Commissioners of Cachar, Karimganj, Hailakandi, Dhubri and Nalbari to provide Rs 1 lakh as ex-gratia to the next of kin of those killed by hail storms. The Prime Minister has also sanctioned an additional Rs 1 lakh as ex-gratia. The death toll in Dhubri district is 5 while one died in Nalbari district.

About 2000 people of 15 villages in Nauboicha and Bihpuria circles of North Lakhimpur have been affected by the current floods while the number of affected people of 10 villages in Tinsukia and Doomdooma circles stands at 400.

The meeting was attended, among others, by Minister for Water Resources, Shri Prithibi Majhi, Minister for Revenue & Disaster Management, Dr. Bhumidhar Barman, Minister for Food & Civil Supplies, Dr. Nazrul Islam, Minister for Parliamentary Affairs, Shri Bharat Narah, Chief Secretary and other senior officials.

Assam Chief Minister takes up road development projects with Union Minister for Road Transport

Delhi, April 20: Assam Chief Minister Shri Tarun Gogoi today met Union Minister for Road Transport and Highways Shri Kamal Nath at the latter’s office chamber and discussed a whole gamut of issues concerning road development projects in the State.

Shri Gogoi urged Shri Nath to enhance the annual allocation to State PWD to Rs 250 crore for 2010-11 for taking up of North Lakhimpur bypass amounting to Rs 120 crore, construction of paved shoulders on NH 37 from Kaliabor to Numaligarh at a cost of Rs 97 crore, strengthening and development to two lane with paved shoulder of NH 52 from Baihata Chariali to Tezpur and from Gohpur to Lakhimpur and improvement of existing single/intermediate lane NH 44 to two lane with paved shoulder under SARDP-NE.

The Chief Minister also requested the enhancement of PR allocation to State PWD to Rs 50 crore for 2010-11. Shri Gogoi urged Shri Nath to include Dhodar Ali under SARDP-NE (Phase A) along with connectivity of 10 district headquarters to the nearest National Highway.

Shri Gogoi further requested Shri Nath for early construction of the East-West Corridor as well as Jalukbari junction. The Chief Minister told the Union Minister that the State Government would expedite the process of land acquisition for speedy construction of East-West Corridor. In this context, the Chief Minister requested the Union Minister to resume construction of East-West Corridor in North Cachar Hills following remarkable improvement in the law and order situation there.

The Chief Minister also urged the Union Minister to release Rs 148 crore under CRF to clear the liabilities. He also requested the Union Minister to start construction of four-laning from Baihata Chariali to Tezpur under NHDP programme and construction of major bridges over the Brahmaputra like Dhola-Sadia, four-lane bridge connecting Gohpur and Numaligarh, additional two lane bridge connecting Tezpur and Silghat via Gohpur and a major bridge connecting Dhubri and Mankachar during the current year. In this context, the Chief Minister told the Union Minister to intimate the State Government prior to commencement of construction activities so as to enable the Government to start the preliminary works like land acquisition etc in advance for completion of the projects within the stipulated timeframe.

The Union Minister for Road Transport & Highways Shri Kamal Nath said that his ministry would look into the matters with due consideration and initiate necessary steps.

Assam Annual Plan outlay fixed at Rs 7,645 crore 


Delhi, April 19: The Annual Plan for Assam for 2010-11 was finalised at Rs. 7,645 crore at a meeting here today between Planning Commission Deputy Chairman Shri Montek Singh Ahluwalia and State Chief Minister Shri Tarun Gogoi. The last Annual Plan for Assam was finalised at Rs.6000 crore. There is a hike of 27.42 per cent more than the plan size of the previous year.

Chief Minister Shri Gogoi said the fiscal health of the State, which had been improving since 2000-03, was under strain now as a result of the global recession and other factors. Despite this, the State Government had proposed to invest more in development schemes for the welfare of the minorities, tribals and the backward classes, he said.

Shri Gogoi said that the Government has given major thrust to education, human resource development, capacity building and skill development for the youth of the State to generate more employment opportunities, strengthening of healthcare facilities, rural development, rural marketing, power generation and transmission during 2010-11.

He said special focus would be given to the agriculture sector and that new schemes were being introduced to popularise better technologies in farming. He apprised the Deputy Chairman of a new scheme taken up by the State Government to help the small and marginal farmers and sought assistance from the Planning Commission.

He said the State Government was promoting private sector initiatives in the development of infrastructure projects and exuded optimism that the State would achieve the growth targets fixed for the XIth Plan with increased investment in core economic activities.

The Chief Minister urged the Deputy Chairman to increase the assistance under Rastriya Krishi VikashYojana (RKVY).

Shri Gogoi requested the Deputy Chairman for special packages to the NC Hills and Karbi Anglong Autonomous Councils as well as for the Development Councils being set up. 

The Chief Minister expressed the hope that the Plan size so decided and priorities approved by the Planning Commission would give a boost to the economic growth in the State and would go a long way in improving the economic welfare of all sections of society particularly the tribals, the backward classes, minorities and people living in tea garden areas and provide them with better living conditions.

The Deputy Chairman appreciated the State’s commitment towards the social sector and the marked improvement in the health sector due to vigorous implementation of NRHM in the State.

Shri Ahluwalia complimented the State for the improved utilisation of Plan funds.

Lauding the Government’s efforts to develop quite a good number of projects under PPP mode in education, health and infrastructure, the Deputy Chairman said 40 per cent of funds are allotted by the Ministry of Finance as capital cost for such projects. In this context, Shri Ahluwalia asked the State to submit a detailed note on the PPP mode being implemented in the State so that it could be replicated by other States.

He complimented the State for starting the three-year medical diploma course and creating a pool of rural health practitioners.

Shri Ahluwalia said there was a need for the State to keep in place a monitor mechanism for completion of projects on time, particularly power projects.

He appreciated the fact that 80 per cent of trainees passing out of Government ITIs last year have got placement and asked the State Government to keep up the momentum.

Mr. Ahluwalia expressed his concern in the sphere of untrained teachers in lower and upper primary level and asked the State to work upon it in right earnest. He also asked the State to reduce the high drop-out rates particularly in the primary level and to initiate steps to upgrade the Madrassa education system in tune with the times.

He also asked the State to put in more efforts to reduce infant mortality and maternal mortality rates.

Gujarat Speaker invites CM to Golden Jubilee celebrations of Gujarat Statehood 

Dispur, April 9: Speaker of Gujarat Legislative Assembly, Shri Ashok Bhatt met Assam Chief Minister Shri Tarun Gogoi at the latter’s official residence and extended invitation to him to attend the 50 years of completion of statehood of Gujarat on May 1 next.

      Sri Bhatt, who was accompanied by a 16-member delegation which comprises six MLAs, senior officials and representatives of local Gujarati Samaj while informing the Chief Minister about the year-long Swarnim Gujarat celebrations beginning from May 1 next requested him to grace the momentous occasion.

      The Speaker also apprised the Chief Minister about the achievements made by Gujarat and its resolve for the future.

      Expressing his gratitude, Chief Minister Shri Gogoi told the Speaker that he would try his level best to be in Gujarat during the Golden Jubilee celebrations.

      Earlier, Shri Gogoi and Sri Bhatt exchanged pleasantries and presented mementoes to each other.

      Shri Bhatt who arrived yesterday along with the delegation will leave for Kolkata tomorrow.

CM launches ambitious Baideu and Nabou scheme 

Dispur, April 5: Assam Chief Minister Shri Tarun Gogoi today launched an ambitious scheme Baideu and Nabou under Social Welfare Department at a function held at Srimanta Sankaradeva Kalakshetra in the city.

             Baideu is meant for lonely and unmarried women who are 45 years and above and living below the poverty line and Nabou for lonely widow below poverty line.

      Speaking on the occasion, Chief Minister Shri Gogoi said that his Government is committed towards ameliorating the economic lot of the womenfolk, especially those living below the poverty line. “It is by improving the economic condition of the deprived and needy segments of the society particularly the womenfolk living below poverty line we can take the State along the high road to glory and prosperity,” he said.

      Shri Gogoi said his Government’s endeavour is to wipe out tears from the eyes of the poor and downtrodden sections of the society. “Our Government is pro-poor and that is why we have launched a slew of schemes aimed at improving their economic condition,” he said.

      He said that his Government has given much emphasis on women empowerment and involving them in the decision-making progress. “We have reserved 30 per cent of seats for women as their role is pivotal in building a new Assam,” he said, adding that his Government is making all-out efforts to do away with gender inequalities and to bridge the gap.

      Expressing his happiness over the fact that womenfolk of the State are making big strides in various fields and ushering in a silent revolution through the Self-Help Group movement, Shri Gogoi said, “Our women have proved time and again that they are in no way inferior to men.”

      The Chief Minister appealed to the NGOs to extend support and cooperation for successful implementation of the various schemes launched by the Government.

      Sri Gogoi gave away cheques to women beneficiaries of Kamrup district under the scheme.

      The Minister for Social Welfare, Shri Akon Bora said the scheme would take care of those segments of society who were left out in the lurch. “Thousands of  lonely unmarried and lonely widow living below poverty line, who were not covered by any other scheme earlier, will now get some respite following the launching of the ambitious scheme,” he said adding that the Government would provide a one-time assistance of Rs 10,000 to the fairer sex at the time of their marriage.

      He said that his department has already appointed 38,000 Anganwadi workers as against 42,000 posts.

      The Minister for Health, Dr. Himanta Biswa Sarma said that the scheme would help the unmarried women and widow to assert themselves in society. “About 1.26 lakh unmarried women and widow will benefit from the scheme and they will be able to engage themselves in productive activities with financial assistance of Rs 3,000 each annually and one-time assistance of Rs 10,000,” he said.

      Dr. Sarma further said that the Government has made provision in this year’s budget for extending financial help of Rs 10,000 to those who are engaged in productive activities. “There are scores of people in the State who are running their own businesses without seeking any help from either the State or any financial institution. Our small help is a way of appreciating their tenacious endeavour to do something on their own,” he added.

      Earlier, Commissioner and Secretary, Social Welfare Department, Shri H.K. Sarma explained the objective of the function.

      The Director, Social Welfare Department, Shri Randeep Talukdar and senior officials of the department were present on the occasion.

Srimanta Sankaradeva Award to Homen Borgohain
and Sharmila Tagore

Dispur, April 4: The Government of Assam has decided to confer the prestigious Srimanta Sankaradeva Award to the noted writer Homen Borgohain for the year 2007 and to the eminent artist Sharmila Tagore for the year 2008 in recognition of their significant and lasting contribution to the fields of journalism and literature and art & culture respectively. The Awards will be given away by the Prime Minister of India Dr. Manmohan Singh tentatively on April 23rd at a function in Guwahati.

It is to be noted that the State government has not taken any decision as yet on the Award for the year 2009.

Assam CM inaugurates Silk Mark Expo 2010 in city

Dispur, April 2: Assam Chief Minister Shri Tarun Gogoi inaugurated the Silk Mark Expo 2010 at Ganeshguri in the city today.

      This is the fourth time Silk Mark Expo has been organised in Guwahati.

      Speaking on the occasion, Chief Minister Shri Gogoi said, ‘Assam’s silk is famous for its beauty, uniqueness, elegance and exquisiteness. Mahatma Gandhi lavishly praised the weavers of Assam for their adroit craftsmanship in weaving fairy tales on looms.’

      He said his Government has accorded priority to silk production as it is rural-based labour intensive industry giving employment opportunities to scores of people. ‘It is through development of agriculture and allied sectors like sericulture we can solve the unemployment problem in the State to a great extent. Funds will be no constraint towards this end,’ he said.

      Lauding the efforts of Silk Mark Organisation of India (SMOI) in promoting silk across the country through the Silk Mark Expos, Shri Gogoi said, ‘The Expos ensure that buyers get real value for the silk products they buy and that they are not duped by unscrupulous traders in any manner by helping them to identify pure and artificial silks.’

      Expressing his concern over the fall in Muga production, Shri Gogoi said, ‘Our Government will work hand in hand with the SMOI in further boosting Muga production in the State.’ In this context, he asked the State Director, Sericulture to hold a meeting with Central Silk Board (CSB) in the first part of May.

      In his keynote address, Chairperson, CSB, Shri H. Hanumanthappa said CSB has identified Assam as one of the five States of the country having huge potential in silk production. ‘Assam has huge potential and can emerge as a leading State in the country in so far as silk production is concerned. That is why CSB has accorded Assam the status of a Special State,’ he said.

      He, however, underscored the need for enhancing the absorbing capacity of the State to utilise the Central funds which come by way of 90 per as grant. ‘Funds are no constraints. What we have to ensure is to make use of the funds to the optimum level to usher in all-round development on the sericulture front,’ he said.

      It may be mentioned here that CSB has released Rs 29.66 crore to the State during the XI Plan for the development of Vanya Silk under the Catalytic Development Programme.

      The chairperson said the country produces 18,500 metric tonnes of silk as against a requirement of 26,000 metric tonnes. ‘There is a shortfall of 7,000 to 8,000 metric tonnes and this can be met if the stakeholders and the State Governments work in tandem with CSB.’

      Sri Hanumanthappa requested Sri Gogoi to convene a meeting with the CSB to help boost further production of silk in Assam. ‘Being a major producer of silk in the country Assam will have to take the lead and show the way to other States,’ he added.

      The State Director, Sericulture, Sri Amlan Baruah, said that the Government has given added thrust to sericulture and has made special provision in this year’s budget for production of Muga in five model villages.

      Earlier, the Chief Minister went round the exhibition and appreciated the wide array of exquisite silk products on display and sale. Altogether 47 authorised users representing 14 States are taking part in this expo, the first-ever to be organised in the country. Besides Guwahati, 17 Expos will also be organised in different parts of the country this year.
