Mandate of the Department

The Department of Welfare of Plains Tribes and Backward Classes is the nodal department for formulation and implementation of monies and programmes for welfare and development of the Scheduled Tribes, Scheduled Castes and Other Backward Classes in the State. The Department is responsible for implementation of Tribal Sub Plan and Scheduled Castes and components of the State Annual Plan & Central Govt. and State funded programmes for the welfare of ST/SC/OBC in the State.

Organizational Structure of the Department

The Minister for WPT & BC is the Head of the Department, who provides policy direction to the department. The Administrative head of the department is the Commissioner and Secretary to Government of Assam, who is a senior Officer from the IAS cadre. The other officers in the Department are Secretary, Joint Secretary(s), Deputy Secretary(s) to the Govt. of Assam, Under Secretary(s) and superintendent and Senior and Junior Administrative Assistants. There is a Planning Cell headed by the Joint Director. He is assisted by Planning Officer, Research Officer and Asstt. Research Officers and branch Assistants.There are following organizations under the Department:

  (ii) The Directorate for the Welfare of Scheduled Castes (iii) The Directorate of Tribal Research Institute
(b) Corporations/Authority
  (i) The Assam Plain Tribes Development Corporation Ltd.
  (ii) The Assam State Development Corporation for Other Backward Classes Ltd.
  (iii) The Assam State Development Corporation for Scheduled Castes Ltd.
  (iv) The Assam Tribal Development Authority.
(c) Tribal Autonomous Councils:
  (i) Bodoland Territorial Council (BTC)
  (ii) Mishing Autonomous Council(MAC)
  (iii) Rabha Hasong Autonomous Council (RHAC)
  (iv) Tiwa Autonomous Council (TAG)
  (v) Deori Autonomous Council (DAC)
  (vi) Thengal Kachari Autonomous Council (TKAC)
  (vii) Sonowal Kachari Autonomous Council (SKAC)

ACTIVITIES AND PROGRAMMES

The WPT & BC Department is the nodal Department for implementation of schemes for welfare of the SC/SC/OBC people in the State. The schemes are implemented through the Directorates of WPT & BC, Directorate of Welfare for SC, the Corporation and the ATDA. Brief description of the schemes are given below :-

Schemes for Welfare of Plain Tribes implemented by the Directorate of WPT&BC

(a) Educational Developmental Programmes: Following programmes are implemented for      the educational development of the tribal people:-
(i)
Post- Metric Scholarship This scheme is meant for the ST(P) students. It is a Centrally Sponsored Scheme fully funded by the Govt. of India. The total budget allocation for 2005-06 was Rs. 1000.00 lakhs and a total of 40,000 numbers of students were awarded scholarship at the following, rates :
1. Group A - Rs. 330.00 for days scholars
      - Rs. 740.00 for hostellers
  2. Group B & C - Rs. 330.00 for days scholars
      - Rs. 510.00 for hostellers
  3. Group D - Rs. 185.00 for days scholars
      - Rs. 335.00 for hostellers
  4. Group E - Rs. 140.00 for days scholars
      - Rs. 235.00 for hosteUers
(2) Pre- Matric Scholarship: This is a State scheme where 100% fund is provided by the      Govt. of Assam. The budget allocation for the year2005-06 was Rs. 35.00 lakhs and a      total of 32500 students were awarded scholarship at the following rate :-
  1. Class-l toClass-IV Rs. 10.00 P.M
  2. Class-V to Class-VII Rs. 15.00 P.M
  3. Class-VIII to Class-X Rs. 20.00 P.M
(3) Coaching and Allied Scheme forST(P): This is a Centrally sponsored scheme on 50:50 cost sharing basis between the State and the Central Government. This scheme aims to provide coaching facilities to ST(P) students who are going to appear in All India Level Competitive Examinations. The total budget allocation for the 2005-06 was Rs. 6.00 lakhs. The coaching of the ST(P) candidates is provided in the Assam Administrative Staff College with the financial assistance provided under this scheme.
(4) Book bank for Medical, Engineering and Agriculture etc. : ST students studying in various technical institutions are provided books under this scheme. This is a centrally sponsored scheme on 50:50 cost sharing basis between Govt. of India and Govt. of Assam. The budget allocation for 2005-06 was Rs. 6.00 lakhs under the scheme.
(5) Construction of Boys and Girls Hostel: This is a centrally sponsored scheme on 50:50 cost sharing basis between Govt. of India and the State Govt. The budget allocation for 2005-06 was Rs.75.00 lakhs under the scheme. Construction of boys and girls hostels at different Schools and Colleges is undertaken under this scheme.
(6) Vocational Training Center: This is a Central sector scheme implemented through ATDA. Centers are set up for imparting vocational training for skill development. The budget allocation for 2005-06 was Rs. 200.00 lakhs. There are 26 Vocational Training Centres in the various districts in the State.
(7) Upgradation of merit for ST(P) Students: It is a Central Sector Scheme and the basic aim of the Scheme is to upgrade the merit of the students of ST communities through coaching to enable them to take advantage of the better education opportunities.
(8) Stipend for craftsmen training : This is a state plan scheme and stipend is given to the students undergoing training in the various ITIs of Assam. The total budget allocation for the 2005-06 was Rs. 3.00 lakhs. Under the scheme 56 tribal students were provided stipend during the year in various ITIs in the State.
