After being flagged off from the Assam Administrative Staff College, Khanapara, the campaign will culminate in an open public meeting to be held in front of ESI Hospital.

APSC FOR THE FIRST TIME EVER HOLDS SELECTION THROUGH VIVA-VOCE FOR ADDITIONAL STANDING COUNSEL

   
 

Dispur, February 24: The Assam Public Service Commission for the first time ever conducted ‘selection through holding viva-voce test’ for the lone position of Additional Standing Counsel of the Commission to assist the Commission in legal matters.
It may be noted that altogether 14 (fourteen) Advocates possessing a minimum of 10 (ten) years of experience in service matters in the Courts of Law, as per the terms mentioned in the advertisement, appeared in the viva-voce test held on February 21, 2012.

It can also be mentioned that a single Interview Board consisting of the full strength of the Commission, conducted the viva-voce test and recommended the candidate, namely, Biswadev Sinha (bearing roll no-9), in the order of merit on February 23, 2012, for appointment to the position of Additional Standing Counsel of the Commission on contractual basis.

Dispur, February 24: The oral and computer test for the post of Junior Accounts Assistant under the jurisdiction of the Deputy Commissioner (Treasury Establishment), Dhemaji, will be held on February 28, 2012, from 10:00 AM. It may be noted that both the tests were earlier scheduled to be held on February 26, 2012, but due to some unavoidable circumstances, the programme has been deferred till February 28, 2012.

The result of the written examination for the same will be declared on February 27, 2012, and qualifying candidates have been requested to collect the call-letters from the Office of the Deputy Commissioner, Dhemaji, on the same date. Merit Cum Means Based Scholarship Scheme
for Students of Minority Communities

   
 

Dispur, February 21: For enabling the poor and meritorious students of minority communities of the Country to pursue professional and technical courses, a total of eighty five (85) institutes have been enlisted where they can avail full reimbursement of tuition fees under merit-cum-means based scholarship scheme.

It may be noted that the Central Government introduced the merit-cum-means based scholarship scheme for students of minority communities in the year 2007-08 after obtaining approval from the Cabinet. The chief objective of the scheme is to provide financial assistance to poor and meritorious students belonging to the minority communities and to enable them to avail professional and technical courses. In order to give dynamism to the scheme and to avoid saturation so far as enlistment of institutes in the listed category is concerned, the list of listed institutes has been updated from time to time in consultation with various Ministries and Departments of the Central Government. At the time of the inception of the scheme in the year 2007-08, 50 nos. of institutes had been listed, which was increased to 70 in the year 2008-09, then another 15 were added, hence, at present, the total comes to 85.

Gauhati High Court Mediation Centre organises
Regional Conference of East Zone on Mediation

   
 

Dispur, February 18, 2012: The Gauhati High Court Mediation Centre, Guwahati, organised an East Zone Level Conference under the theme -“Mediation - A Win-Win Model of Dispute Resolution” at the Sankardev Kalakhetra, Guwahati, today.  The Assam Chief Minister, Tarun Gogoi; several past and present luminaries of the Judiciary; Lawyers; representatives of Village Councils of the N. E. states; Law students and invitees from various other organisations participated in the conference.

The inaugural session of the seminar was presided over by Justice A. K. Goel, Chief Justice, Gauhati High Court. The welcome address was delivered by Justice Amitava Roy, Chairman, Gauhati High Court Mediation Centre. The Souvenir of the conference was released by Justice, Swatanter Kumar, Judge, Supreme Court of India and Member, MCPC (Mediation & Conciliation Project Committee).

The Chief Minister, Assam, formally launched the website of the Gauhati High Court Mediation Centre.
 
In his address to the gathering, the Chief Minister emphasized that the concept of settling disputes through mediation, unlike the present judicial system, was not a borrowed one. He explained that unique systems of mediation through the Nam Ghars and ‘Raijor Mels’ was in place in since early times and was introduced by the spiritual and social leader Sankardeva. He added that dispensation of justice through Village Councils, were still dispensing socially acceptable justice at their local levels at various places of the region through mediation. He also added that, under the process of modernization, just as reforms in administration was being put in place, a change had also become

necessary in the dispensation of justice which could not be dispensed speedily under the present system of litigation.

Addressing the august gathering, Justice M. B. Lokur, Chief Justice, Andhra Pradesh High Court and member MCPC stated that mediation was a dynamic process and though it was progressing ‘lahe, lahe’ or slowly; it was progressing surely and certainly.

In his address, Justice A. K. Goel said that speedy resolution was the mandate of the Constitution of India, he also added that mediation was originally an Indian concept and that disputes started rising in the country with the rise in human selfishness. He also explained that mediation could be mutually satisfactory for both the parties, was least expensive and least time taking.

Justice, S. Kumar in his speech highlighted the fact that as a process of resolution of conflict, mediation provided a cure to the constant litigations among friends, family members and members of the society.

In his address, Justice D. Bhandari said that the greatest problem in the Indian Judiciary was the mammoth number of pending cases and those alternative dispute resolution methods of the past and in practice at places in the present and an infusion of modern approach could only be the most pragmatic means to quick dispensation of justice.

A short video film on mediation was also shown at the inaugural session while the vote of thanks was offered by Gauhati High Court Justice, Arup Goswami.  

The First Working Session of the Seminar dealt with ‘Challenges in Mediation’, chaired by Justice, D. Bhandari and co-chaired by Justice A. K. Goel. Justice P. C. Ghosh, Judge, Calcutta High Court; Justice, N. Sinha, Judge, Patna High Court and Justice D. N. Patel, Judge, Jharkhand High Court spoke at the session. An interesting feature of this session was the deliberations made by the Village Headmen of Arunachal Pradesh, Nagaland, Tripura and Meghalaya.

The Second Session of the seminar dealt on ‘Growth and success of Mediation – A Future Perspective’ and was chaired by Justice, S. Kumar and co-chaired by Justice, M. B. Lokur. Justices Prakash Tatia, Chief Justice, Jharkhand High Court; B. P. Das, Judge, Orissa High Court and S. P. Wangdi, Judge, Sikkim High Court spoke at the session.

The concluding vote of thanks was offered by Justice, Hrishikesh Roy, Member, Mediation Monitoring Committee, Gauhati High Court.

Centre Assures Quick Release of MGNREGA Funds

   
 

Dispur, February 14: Arvind Mayaram, Special Secretary & Financial Advisor of the Ministry of Rural Development, Government of India, today assured the State Government of the timely release of MGNREGA funds for the State. This he stated in a meeting with Rakibul Hussain, Minister for Panchayat and Rural Development, Assam, held at the Office Chamber of the Minister on February 14, 2012.

Mr. Mayaram took stock of the progress and also about the problems faced during the implementation of various rural development schemes in the state. He assured the Minister that the Central Government is keen to consider the practical problems in case of implementation of some special schemes, and on priority basis will do the needful for timely release of the required funds for the same.

WORKSHOP ON PUBLIC PRIVATE PERTNERSHIP ON FEBRUARY 14

   
 

Dispur, February 13: The Planning and Development Department, Government of Assam, is organizing a workshop on Public Private Partnership (PPP) on February 14, 2012 from 9:30 AM onwards at NEDFi House, Dispur.

Assam Chief Minister, Tarun Gogoi will grace the occasion as chief guest. Assam Minister for Planning and Development, Tanka Bahadur Rai and Assam Minister for Education, Health and Family Welfare, Dr. Himanta Biswa Sarma will also attend the workshop.

The main objective of the said workshop is to deliberate on various aspects of PPP in developing infrastructure in the State and to enhance the participant’s capability in planning and developing PPP projects. Various PPP projects from across the country will be presented and an effort will be made to evolve a customized approach for development of public private partnership in the State. It may be noted that the Government of Assam has adoptedPublic Private Partnership (PPP) as a tool to bridge the infrastructure gap in the state by means of creating congenial environment for private sector participation. Along with generating awareness amongst the stakeholders, the workshop will focus on the opportunities, issues and constraints of PPP in major infrastructure sector.

Centre to Emphasise upon Pure Drinking Water and Total Sanitation Programme in the Financial Year 2012-13: Jairam Ramesh

   
 

Dispur, February 12: The Union Ministry for Rural Development will put more emphasis onPure Drinking Water and Total Sanitation Programme so that the vision and objective of “Nirmal Gram” can truly be achieved in the State of Assam. This is what the Union Minister for Rural Development, Jairam Ramesh asserted in his speech on the occasion of “Gramonnayan Sammelan”, organised by the Ministry of Panchayat and Rural Development, Assam, on February 12, 2012, at Gauhati Medical College Auditorium, Bhangagarh.

The programme was also attended by the Assam Chief Minister, Tarun Gogoi; Assam Minister for Panchayat and Rural Development, Rockybul Hussain; the Principal Secretary, Panchayat and Rural Development, Assam, J P Singh; the Commissioner, Panchayat and Rural Development, Assam, K K Dwivedi; the Commissioner Secretary, Panchayat and Rural Development, Assam, Archana Verma etc. along with the Chief Executive Officers (CEOs) of Zila Parishads, Project Directors of DRDAs, Block Development Officers, members of various Self Help Groups and Joint Liability Groups etc.

Speaking on the occasion, Jairam Ramesh expressed his satisfaction over the performance of the State in the implementation of various rural development schemes like- MGNREGA, PMGSY, IAY etc. He apprised the gathering that 10% of the Country’s total Self Help Groups (SHGs) are from Assam. Ramesh stated that since the last ten years, 11000 Kilometres of rural roads have been constructed in the State, which in itself is quite exemplary. He called on the State Government to strengthen the Panchayat Raj Institutions for expediting the development of the villages. Ramesh further stated that the State is still in need of more number of bridges for enhancing rural connectivity. The Union Minister stressed on the need of proper utilization of the funds under various development schemes and urged the State Government to keep close vigil on the same, so that the Rural Development would be achieved in the true sense of the term.

On the occasion, awards were distributed to eight numbers of panchayats of the State for their exemplary performance. Two numbers of Zila Parishads were also felicitated for PRIASoft accounting. It may be noted that Darrang District was awarded as the best performing MGNREGA District of the State in 2010-11. Best group and individual performance in livelihood and rural enterprenureship and social service (Bharat Nirman Volunteers) by SIRD (State Institute of Rural Development), Assam, was also duly awarded on the occasion.

A short film projecting the rural development scenario of the State, entitled “A Step Forward” produced by SIRD, was also screened at the venue.

GOVERNOR INTERACTS WITH THE NER NCC CADETS

   
 

DISPUR, FEBRUARY 4:  The Governor of Assam J B Patnaik has today interacted with the NCC Cadets of North Eastern Region, who participated in the last Republic Day parade in New Delhi. While interacting, Governor Patnaik appreciated the activities of the NCC and also congratulated the Cadets for their significant performance in the Republic Day Camp.

It is noteworthy that, this year Republic Day Camp was conducted from January 01 to 29. A total of 155 cadets from the North Eastern Region participated in the Camp, out of which 69 cadets were from Assam. The NCC contingents performed creditably well as it was for the first time in the history of NER NCC that 39 cadets took part in the parade at  Rajpath on 26 January. 7 out of 12 cadets from all over India were selected for the Guard of Honour given to the VVIPs. In the equestrian event, JWO Yashodhara and Cdt. Nene of Guwahati Veterinary College won a Gold and Bronze medal respectively. MC Cdt. Pragun Bali of K C Das College, Guwahati was also awarded Bronze medal for excellence in Master of Ceremonies.

Here, it may be mentioned that the Assam Government has extended the major share in  financial and infrastructure support to the participating NCC contingents of NER in New Delhi for the Republic Day Camp.

The NER NCC cadets today performed cultural programmes in Raj Bhavan which was amongst others attended by Brig. Vijay Sagar Dhemes and Col. Rahul Bali.

DISPUR, FEBRUARY 4:  The Government of Assam has constituted a One-Man Enquiry Committee to be headed by Syed Iftikhar Hussain, Commissioner of Upper Assam Divisio, to enquire into the causes and the circumstances leading to the incident of assault on media persons by a group of doctors led by Dr. David Pegu, Registrar in the Surgery Department of the Assam Medical College & Hospital, Dibrugarh on September 28, 2011. The notification which was issued on February 3, 2012 further said that the terms of reference shall be the circumstances leading to the incident of assault on media persons by a group of doctors led by Dr. David Pegu, Registrar in the Surgery Department of the Assam Medical College & Hospital, Dibrugarh on September 28, 2011, to find out the lapses, if any, on the part of any authorities, persons causing the incident and fix responsibilities thereof, measures to be taken to prevent recurrence of such incidents in future and any other matter which in the opinion of the Enquiry Authority is required to be looked into. Dispur, February 3: Students of minority communities are going to heave a great sigh of relief as the Ministry of Minority Affairs have enlisted a total of eighty five (85) institutions wherein they can avail reimbursement of full course fee under merit-cum-means based scholarship scheme. It may be noted that every year a total of 20,000 (twenty thousand) scholarships will be distributed among the eligible students of minority communities throughout the Country, wherein as good as 981 nos. of scholarships have been reserved for the students of minority communities hailing from Assam.

Reform activities of APSC

   
 

DISPUR, FEBRUARY 2: Within just two days after the completion of interview, the Assam Public Service Commission has completed the selection process and announced the results of 20 disciplines out of 31 disciplines under Health and Family Welfare on February 1.  The interview for selection of 286 posts of Registrar, Demonstrator etc. was conducted by APSC from January 19 to January 30.

The Secretary of APSC in a statement reiterates that the APSC is meticulously carrying out reform activities to give a fair and impartial look of the Commission and the Commission believes that development of human resource is a key indicator of excellence.  As a part of this activity, the Commission had announced the results of CC (Prel.) Examination, 2009 in record time through installation of the Intelligent Character Recognition (ICR) based software to automate the examination process of the Commission.
